Assess, remove, replace, redo roughcast and paint.

Rendering an old wall
Old brick walls in Kilsyth needed some render or roughcast renovation.
Chip off old roughcast. Apply PVA. Apply scratchcoat. Apply more PVA just for good measure and apply final coat before scrubbing and allowing to dry out before painting.
